Ensure accurate and timely submission of reports in support of a multi-million dollar budget and coordinate staffing processes for the Special Education Department.


ESSENTIAL FUNCTIONS:

  • Maintains detailed budget reports for the Special Education Department.
  • Responsible for accounts receivable and accounts payable as tracked through the District Financial Software System.
  • Oversees payroll and budgets, including reports to the Kansas State Department of Education.
  • Develops contracts with numerous outside agencies, ensures contracts are fully approved, ensures payment of contracts, and secures all necessary documentation.
  • Prepares, analyzes, and submits KSDE personnel reports according to timelines to ensure expected revenue stream.
  • Assesses expected revenue and actual revenue to determine necessary budgetary adjustments throughout the fiscal year.
  • Collects required information and prepares presentations for the annual KSDE Categorical Aid Audit supporting the multi-million dollars of revenue from KSDE.
  • Monitors certification, licensure, and qualifications of approximately 700 special education employees, and communicates with staff regarding needed actions.
  • Analyzes certification status of staff needing to meet additional requirements to acquire highly qualified licensure, including notification to staff, gathering documentation from staff and universities, and semesterly submission of reports to KSDE and Human Resources (waiver certification process).
  • Collects required information and prepares presentations for the annual KSDE Transportation Aid Audit supporting several million dollars of revenue from KSDE.
  • Examines and processes monthly staff in-district mileage to meet IRS timelines and ensure prompt payment to staff.
  • Establishes alternative transportation with outside agencies for students who are not able to be served by district transportation.
  • Communicates with vendors to ensure the prompt and accurate delivery of ordered materials and timely payment for those materials.
  • Plans and coordinates meetings and events.
  • Collaborate with building leadership and district leadership on the Special Education department’s staffing procedures and protocols.
  • Assists in identifying the staffing needs of the Special Education department and develops strategies to fulfill these needs.
  • Coordinates the tracking of special education staffing through the interview process, ensuring that candidate names are sent to the Board of Education for approval and responding back to the Human Resources department with hiring recommendations.
  • Assist the Director(s) of Special Education and Human Resources with interviewing, training, and onboarding new employees.
  • Responsible for maintaining confidentiality of student and staff records.
  • Collaborates and coordinates with Department Staff as a team player.
  • Exhibits the physical and emotional ability and dexterity to perform required work and move about as needed in a fast-paced work environment.
  • Responsible for professional and courteous interactions with others.
  • Maintains a neat and professional appearance.
  • Other duties as assigned.

QUALIFICATIONS:

  • Meets the employment qualifications set forth by the Kansas City, Kansas Board of Education and the Kansas State Department of Education.
  • Bachelor’s Degree in Business, Accounting, or related field is required.
  • Budgetary experience required.
  • Project Management experience required, including identifying qualified team members.
  • Excellent interpersonal skills, professional judgment, oral, and written communication skills.
  • High level of organizational skills, time management, and problem-solving skills.
  • Ability to maintain productivity with numerous interruptions.
  • Ability to communicate with a wide variety of people.

COMMUNICATION:

  • Maintains communication with teachers, other school personnel, and parents/guardians to enhance cooperative action which will meet the educational needs of students.
  • Provides health services, information, and counseling in an effective and positive manner to enhance the health and wellness of the school community.
  • Completes accident/incident reports for students/staff.
  • Compiles data for statistical purposes.
  • Maintains confidentiality regarding educational records.

ORGANIZATION:

  • Maintains a daily log of school/staff visits and documentation.
  • Maintains the daily environment of the health office facility and supplies.
  • Utilizes existing technology effectively in the performance of duties.
  • Performs other related work as required.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


LANGUAGE SKILLS: Ability to read, analyze, and interpret general professional journals, technical procedures, or governmental regulations. Ability to write reports, general curriculum and learning theories, correspondence, and protocols. Ability to effectively present information and respond to questions from groups of administrators, staff, parents, students, and the general public.

SALARY: Based on USD #500 Salary Schedule

FLSA STATUS: EXEMPT

REPORT TO : Executive Director of Special Education


EVALUATION: Performance will be evaluated in accordance with Board of Education policy
