Pay Range: $42.58 - $52.42 Hourly Department: Department of County Management (DCM) Job Type: Regular Represented Exemption Status: United States of America (Non-Exempt) Closing Date (Open Until Filled if No Date Specified): February 04, 2024 The Opportunity: The Department of County Management has an exciting opening for an experienced project manager with a background in contracts administration and management. The work we do at the Department of County Management is essential to the operation of Multnomah County as a government, as well as an employer. As a team, we are committed to being good stewards of public resources working independently and collectively to achieve common goals. The Finance and Risk Management Division includes General Ledger, Fiscal Compliance, Accounts Payable, Treasury, Payroll, Purchasing, Workday Finance Support, and Risk Management. The division oversees all financial functions of the County, maintains/operates financial management system, collects receipts/processes payments for the County, borrows on behalf of County, invests County funds, administers and enforces tax regulation, develops and maintains County policies and systems, produces Annual Comprehensive Financial Report for County, protects the County's physical, financial, and human assets, and Purchasing oversees and manages the County's public procurement and contracting activities. The Contracts Administration Project Manager supports our senior leaders in overseeing all County contracts administration functions (including contracts administration, shared services, training program, and grant making). In this role, you will be charged to project manage efforts in improving County purchasing and contracting functions that support the implementation of best practices and compliance with applicable federal, state, and local, and regulatory agency laws, rules, and grant requirements. Specific responsibilities include: Project Management:
  • Lead project teams. Develop and monitor adherence to the project plan, schedule, and budget. Document processes, procedures, and business requirements. Modify project plan as necessary in response to unforeseen changes or unexpected developments.
  • Evaluate County business processes that could benefit from the technical solutions identified in the County purchasing and contracts improvement project that supports better efficiency, effectiveness, and transparency.
  • Initiate, coordinate, and implement policy and procedure review for the County project to improve County purchasing and contracts processes.
  • Communication and Presentations:
    • Coordinate, prepare and facilitate information for various communications and presentations for internal and external audiences including the Board of County Commissioners.
    • Support and build the communication plan to implement changes associated with the purchasing and contracts improvement projects.
    • In coordination with senior leaders, develop and manage department wide implementation strategies and initiatives.
    • Coordinate and oversee community based organization outreach strategies and efforts related to project priorities and implementation.
    Contracts Administration and Support:
    • Provide strategic analysis and support to senior leaders in the recommendation and implementation of policies, guidelines, and procedures for program application and eligibility.
    • Ensure compliance with federal, state, and local laws, regulations, policies, and purchasing and contracting requirements.
    • Serve as subject matter expert and point of contact between the Contracts Administration Team and other county executives.
    • Respond to requests, exercising discretion and prioritize communications.

Minimum Qualifications/Transferable Skills:
    • A bachelor's degree - in lieu of a degree, we will consider equivalent years of related experience
    • Three (3) years of increasingly responsible experience related to business process systems development and/or project management
    • Demonstrated experience in applying an equity lens in promoting best practices

    • Experience in public sector purchasing and contract administration
    • Additional public procurement licensure or certification such as NGIP Certified Procurement Professional (NGIP-CPP), Certified Public Procurement Officer (CPPO), or Certified Professional Public Buyer (CPPB)
    • Project Management Professional Certification (PMI)

    • Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. The incumbent will be expected to be in person at an onsite location on average at least 2 days per week . The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Multnomah Building, located at 501 SE Hawthorne Blvd, Portland, OR 97214.
