PAY AND BENEFITS

Annual Pay Range: $64,933.86 - $100,646.63

Hourly Pay Range: $31.218203 - $48.387801

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Generous paid time off package, including:

• 12 hours of vacation accrued per month

• 10 paid holidays and 1 personal day per year

We are searching for a motivated, team-oriented, and collaborative individual to join our Regional Policy Coordination Program at the Clackamas County Department of Transportation & Development (DTD) as a Transportation & Land Use Policy Analyst (classified as Policy, Performance and Research Analyst). If selected for this position, you will focus on providing comprehensive research and analysis for Regional Policy Coordination Program. You will have an opportunity to play a critical role in creation of a program to attract more financial resources to our department and will support the incorporation of civil rights into DTD policies. We are seeking a detail-oriented, analytical person, who will manage a variety of projects and provide guidance on complex studies, policy issues and programs. This is an exciting opportunity to develop, establish, and maintain new systems in support of the DTD Regional Policy Coordination program team.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position, including the following:
  • A minimum of two (2) years of experience in grant research, grant applications, grant management or funding strategy development
  • A minimum of two (2) years of experience in project development and management
  • Experience planning and conducting research and analysis
  • Experience preparing reports based on data analysis, research findings, and forecasting trends
  • Experience with policy analysis

Preferred Special Qualifications/ Transferrable Skills:*

• Experience incorporating civil rights in processes
• Experience in land use or transportation fields
• Experience applying best practices and methodologies for equitable community engagement
• Experience securing Federal, state, or regional grant funding for a project
• Experience in program evaluation, including evaluating program goals, objectives, and performance measures, and providing recommendations for improvements based on findings
• Knowledge of state legislative process

TYPICAL TASKS

Duties specific to this position may include but are not limited to the following:

• Conducts comprehensive research and analysis of policies, programs, services, and projects.
• Develops systems to track, organize and optimize resource development (grant opportunities); analyzes grant opportunities.
• Coordinates grant strategy and application processes.
• Supports early project development efforts.
• Serves as Title VI coordinator and support department on civil rights issues and projects. Analyzes effectiveness of department's efforts and recommends changes to policies and operational systems to improve compliance. Develops policies and procedures.
• Provides support and project management including coordination with consultants, internal, and external partners, monitoring project budgets and schedules. Coordinates project activities and verifies quality of deliverables.
• Supports manager by performing research and analysis of federal and state legislation and administrative rules, including pending or proposed changes that significantly impact department operations or services. Coordinates efforts with the Department of Public & Government Affairs (PGA).

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Please Note: This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

The mission of the Department of Transportation and Development (DTD) is to assist residents and businesses in creating vibrant, sustainable communities through innovative and responsive public service.


DTD is responsible for a broad range of county services involving land use planning and permitting, building permits, county code enforcement, solid waste and recycling, road construction and maintenance, surveying, plat approvals, public land corner restoration, economic development, libraries, County parks, and dog services.
